~.. ~. <br />CITY OF NORTH OLMSTED <br />RESOLUTION N0.2009 - 107 <br />By: Mayor O'Grady <br />A RESOLUTION AUTHORIZING THE DIRECTOR OF <br />PLANNING TO MAKE APPLICATION FOR A LIVABLE <br />COMMUNITIES INITIATIVE GRANT FROM THE <br />NORTHEAST OHIO AREAWIDE COORDINATING AGENCY <br />(NOACA) IN ORDER TO IMPROVE THE TRANSPORTATION <br />NETWORKAND STRENGTHEN COMMUNITYLIVABILITYIN <br />NOR TH OLMSTED; FUR THER A UTHORIZING THE USE OF <br />CITY FUNDS FOR A TWENTY PERCENT (20%) MATCH; <br />FURTHER AUTHORIZING THE MAYOR TO ACCEPT THE <br />GRANT, IFAWARDED, AND TO EXECUTER CONTRACT IF <br />REQUIRED; FINALE Y A UTHORIZING THE DIRECTOR OF <br />PLANNING TO EXECUTE ALL OTHER NON-CONTRACT <br />DOCUMENTS NECESSARY TO EFFECTUATE RECEIPT OF <br />THE GRANT, AND DECLARING AN EMERGENCY. <br />WHEREAS, NOACA (Northeast Ohio Areawide Coordinating Agency) is offering grant <br />funds for the Transportation for Livable Communities Initiative, which supports planning activities <br />that improve the transportation network and strengthen community livability; and <br />WHEREAS, the proposed project for North Olmsted is the Lorain Road-Columbia Road <br />Safety Study, which will evaluate exzsting traffic patterns around the intersection and propose <br />improvements in order to improve safety and circulation. This intersection was ranked tenth (1 Otn) <br />by NOACA in its top 100 crash locations in the five county region; and <br />WHEREAS, the City can apply for up to $75,000 and must provide a twenty percent (20%) <br />match. The Planning Director is contacting area businesses seeking donations that would cover some <br />or all of the City's local match; and <br />WHEREAS, it is the desire of this Council to authorize the Director of Planning to apply for <br />said NOACA Transportation for Livable Communities Initiative grant; to further authorize the <br />Mayor to accept the grant, if awarded, and to execute a contract if required; and to finally authorize <br />the Director of Planning to execute all other non-contract documents necessary to effectuate receipt <br />of the grant; <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION 1: That the Director of Planning be and is hereby authorized to apply for a <br />Transportation for Livable Communities Initiative grant from the Northeast Ohio Areawide <br />Coordinating Agency (NOACA), and that this Council approves the use of City funds for the local <br />match for said grant. <br />
