<br />CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2009 - 89 <br />BY: Mayor O'Grady <br />AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE <br />NO. 2002-103 IN ORDER TO AUTHORIZE THE MAYOR OR HIS <br />DESIGNEE TO UTILIZE THE SERVICES OF COLLECTION <br />AGENCIES TO MORE TIMELY AND EFFECTIVELY COLLECT <br />DELINQUENT EMS ACCOUNTS AND DECLARING AN <br />EMERGENCY. <br />WHEREAS, Ordinance No. 2002-103 comprehensively provides for EMS rates and <br />billings; and <br />WHEREAS, Section 1 of the said Ordinance provides for the Mayor or his designee to <br />place delinquent EMS accounts for collection with the Director of Law; and <br />WHEREAS, it is the recommendation of the Directors of Finance, Law and Public Safety <br />that, after the Director of Law makes a reasonable in house attempt or attempts to collect <br />delinquent EMS accounts, the Mayor, with the consent of the Director of Law, be authorized to <br />enter into a contract and he or his designee place such delinquent accounts with a professional <br />collection agency selected by the Directors of Finance, Law and Public Safety and approved by <br />the Board of Control; and <br />WHEREAS, this Council, acting on the recommendation of the Directors of Finance, Law <br />and Public Safety, desires to so authorize the Mayor or his designee, with the consent of the <br />Director of Law, to turn over delinquent accounts to a professional collection agency for further <br />collection efforts as provided above; <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, CUYAHOGA COUNTY, AND STATE OF OHIO: <br />SECTION 1: That Section 1 of Ordinance No. 2002 - 103, which presently reads as <br />follows: <br />"Section 1: The Mayor or his designee shall be responsible for the development of <br />collection and billing procedures including the preparation of detailed and accurate invoices listing <br />the charges for emergency medical service and ambulance transportation. All such invoices shall <br />be delivered to each person who received emergency medical service and or ambulance <br />transportation. In the case of a minor receiving emergency medical service and ambulance <br />transportation, such invoice shall be delivered to the known guardian or parent(s) of the minor. <br />
