BY: Mayor O'Grady <br />A RESOLUTION EXTENDING THE CITY'S CONTRACT WITH <br />RICHARD L. BOWEN + ASSOCIATES, INC., AND THE CITY <br />ENGINEER AND ASSISTANT CITY ENGINEER, TO PROVIDE <br />ENGINEERING SERVICES TO AND AS THE CITY'S <br />ENGINEERING DIVISION, AND DECLARING AN EMERGENCY. <br />WHEREAS, this Council adopted Ordinance Number 2006-118 on May 16, <br />2006, authorizing the Director of Public Service to request proposals for engineering <br />services, including the services of a City Engineer, to augment and assist the City's <br />Division of Engineering; and <br />WHEREAS, the Director of Public Service conducted the said authorized RFP <br />process and recommended to the Board of Control that it approve a contract with Richard <br />L. Bowen + Associates Inc. and Daniel J. Collins, as the engineering firm and engineer <br />most capable to perform the engineering services required at the most reasonable price; <br />and <br />WHEREAS, the City entered into a contract with Richard L. Bowen + Associates, <br />Inc. and Daniel J. Collins, providing for the former to provide engineering consulting <br />services to the City and for the latter to serve as the City Engineer; and <br />WHEREAS, this Council has since adopted five additional resolutions, <br />Resolution Nos. 2007-62, 2007-120, 2007-157, 2008-12 and 2009-25 authorizing five <br />extensions of the contract between the City and Richard L. Bowen + Associates, the latest <br />such extension scheduled to end on March 31, 2009; and <br />WHEREAS, due to the time it is taking to complete contract negotiations and <br />approval of a new contract by the Board of Control, the Administration is requesting an <br />additional sixty (60) days to complete the review process and award a contract to the <br />most qualified engineering firm; and <br />WHEREAS, it is the desire of this Council to authorize a sixty (60) day extension <br />of the City's contract with Richard L. Bowen + Associates to afford the Administration <br />the additional time it requires to complete the SOQ process and to prevent any disruption <br />in required City engineering services prior to the time that the Board of Control awards <br />the new contract; <br />
