~_ CITY OF NORTH OLMSTED RESOLUTION N0.2009 - 25 BY: Mayor O'Grady A RESOLUTION EXTENDING THE CITY'S CONTRACT WITH RICHARD L. BOWEN + ASSOCIATES, INC., AND THE CITY ENGINEER AND ASSISTANT CITY ENGINEER, TO PROVIDE ENGINEERING SERVICES TO AND AS THE CITY'S ENGINEERING DIVISION, AND DECLARING AN EMERGENCY. WHEREAS, this Council previously adopted Ordinance Number 2006-118 on May 16, 2006, authorizing the Director of Public Service to request proposals for engineering services, including the services of a City Engineer, to augment and assist the City's Division of Engineering; and WHEREAS, the Director of Public Service conducted the said authorized RFP process and recommended to the Board of Control that it approve a contract with Richard L. Bowen + Associates Inc. and Daniel J. Collins, as the engineering firm and engineer most capable to perform the engineering services required at the most reasonable price; and WHEREAS, the City entered into a contract with Richard L. Bowen + Associates, Inc. and Daniel J. Collins, providing for the former to provide engineering consulting services to the City and for the latter to serve as the City Engineer; and WHEREAS, this Council has since adopted four additional resolutions, Resolution Nos. 2007-62, 2007-120, 2007-157 and 2008-12 authorizing four extensions of the contract between the City and Richard L. Bowen + Associates, the latest such extension scheduled to end on February 27, 2009; and WHEREAS, the Administration is currently reviewing statements of qualifications submitted to it by various qualified engineering firms as authorized by this Council in Resolution No. 2008-165, and requires an additional thirty (30) days to complete the review process and award a contract to the most qualified engineering firm; and WHEREAS, it is the desire of this Council to authorize a thirty (30) day extension of the City's contract with Richard L. Bowen + Associates to afford the Administration the additional time it requires to complete the SOQ process and to prevent any disruption in required City engineering services prior to the time that the Board of Control awards the new contract; NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: SECTION 1: That the Mayor be and he hereby is authorized to enter into a contract extension with Richard L. Bowen + Associates, Inc., and with the City Engineer and Assistant City Engineer, extending the current contract with each for an additional thirty (30) day period until March 29, 2009. Any such contract extension shall be in form and substance consistent with the current contract between the City and Richard L. Bowen + Associates, Inc. and the City Engineer and Assistant City Engineer, attached to this Ordinance as "Exhibit A," with only such
