ORDINANCE NO. 2001- 148 <br />BY.• MAYOR NORMAN T. M(ISIAL <br />AN ORDINANCE AUTHORIZING THE MAYOR OF THE CITY <br />OF NORTH OLMSTED TO ENTER INTO AN AGREEMENT <br />WITH BOWKER & ASSOCIATES, ING TO PROVIDE <br />PROFESSIONAL SERVICES AS AN ODOR CONTROL SYSTEMS <br />CONSULTANT FOR EVALUATING THE WASTEWATER <br />TREATMENT PLANT ODOR CONTROL GROUPS AND FOR <br />RECOMMENDING NEW OPERATIONS MONITORING <br />EQUIPMENT, AND DECLARING AN EMERGENCY. <br />N'HEREAS, the City of North Olmsted completed the direct purchase of a <br />complete high speed, solids, solid bowl dewatering centrifuge system in February 2001; <br />and <br />WHEREAS, the City of North Olmsted was able to abandon the routine use of the <br />largest source of odors at the Wastewater Treatment Plant a.fter completion of the Yard <br />Piping and Sludge Loadout Building (SLB) Modifications Contract in Apri12001 and the <br />installation of the directly purchased complete high speed, high solids, solid bowl <br />dewatering centrifuge system inside the modified Sludge Loadout Building in late April <br />2001; and <br />WHEREAS, numerous residual wastewater odor complaints were received by the <br />City of North Olmsted following completion of the Apri12000 work; and <br />WHEREAS, the existing monitoring equipment for both odor groups at the <br />Wastewater Treatment Plant were installed in 1986 and have been demonstrated to be <br />inadequate for controlling wastewater odors during the summer of 2001; and <br />WHEREAS, the City of North Olmsted has purchased and received new media for <br />installation in the first stage scrubber of Odor Group A in January 2002; and <br />WHEREAS, the City of North Olmsted has received a proposal from Bowker & <br />Associates, Inc. for completion of an evaluation of both odor groups at the Wastewater <br />Treatment Plant; and <br />WHEREAS, Bowker & Associates, Inc. has the demonstrated knowledge for <br />completing an evalua.tion of both odor goups at the Wastewater Treatment Plant.
