Bowker has over 25 years <br />experience in the planning, design, and <br />? operation of wastewater facilities, with a <br />strong background in research and <br />? development. Mr. Bowker's areas of <br />expertise include odor and corrosion control <br />in wastewater collection and treatment <br />? systems, process design and detailed design <br />of wastewater treatment plants, and <br />alternative wastewater systems for small <br />? communities. Mr. Bowker is considered a <br />national expert in odor and corrosion control <br />? in waste handling systems. <br />As a consulting engineer, Mr. Bowker has <br />assumed management and technical <br />responsibility for many key projects. <br />Highlights include the following: <br />• Preparing, as principal author, the 1985 <br />EPA Design Manual on Odor and <br />Corrosion Control in Sanitary Sewers and <br />Treatment Plants. <br />? <br />• Designing and providing design assistance <br />for odor control systems in Keene, NH, <br />Cromwell, CT, Portland, ME, Concord, <br />NH, Fitchburg, MA, Lexington, KY, <br />Singapore, and elsewhere. <br />o Preparing, as principal author, EPA <br />handbooks on 1) Control of Hydrogen <br />Sulfide Corrosion in Wastewater Systems, <br />2) Control of Odors from Small Sludge <br />Composting Systems, and 3) Septage <br />Treatment and Disposal. <br />• Contributing author of 1995 WEF MOP <br />22 "Odor Control in Wastewater <br />Treatment Plants." <br />During his tenure with EPA's Municipal <br />Environmental Research Laboratory, Mr. <br />Bowker's experience included the following: <br />• Developing the highly-acclaimed EPA <br />Process Design Manual on Onsite <br />Treatment and Disposal Systems. <br />• Conducting odor emission surveys and <br />? evaluating odor control alternatives for • Conducting detailed technical reviews of <br />wastewater treatment facilities from 0.5 to over 100 facility plans proposing the use <br />300 mgd in over 50 cities throughout the of Innovative and Alternative (I/A) <br />U.S., Canada, and abroad. - technology. <br />• Preparing, as principal author, the EPA <br />Report to Congress on Sulfide Corrosion <br />in Wastewater Collection and Treatment <br />Systems. <br />• Providing technical recommendations on <br />policy and regulations for EPA's Off'ice of <br />Water Program Operations in Washington, <br />D.C. <br />• Directing technical activities for <br />comprehensive sulfide monitoring and <br />corrosion control projects in the Cities of <br />St. Petersburg, FL, Tempe/Mesa. AZ, <br />Ashland, MA, Framingham, MA, <br />Syracuse, NY, and Edmonton, Alberta. <br />• Directing research projects on a wide <br />range of topics, including innovative <br />secondary clarifiers, septage treatment and <br />disposal systems, tertiary filtration <br />systems, aminonia recovery processes, and <br />individual home treatment alternatives.
