<br />..?- <br />Sludge Composting Facility when processing biosolids generated by the City of North Royalton, <br />Ohio wastewater treatment facilities and the City of North Olmsted, Ohio wastewater treatment <br />facilities; and <br />WHEREAS, the Ohio Environmental Protection Agency will allow the City of North <br />Olmsted, Ohio and the City of North Royalton, Ohio to continue the stabilizing of North Olmsted <br />Wastewater Treatment Plant biosolids at the North Royalton Sludge Composting Facility on an <br />interim basis while the Ohio Environmental Protection Agency completes it review of sludge <br />management planning modifications prepared and submitted by both the City of North Olmsted, <br />Ohio and the City of North Royalton, Ohio to the agency; and <br />WHEREAS, the completed pilot testing program of stabilizing of North Olmsted <br />Wastewater Treatment Plant biosolids at the North Royalton Sludge Composting Facility has <br />significantly reduced the calendar year 2001 cost of the City of North Olmsted, Ohio in disposing <br />of dewatered wastewater treatment plant biosolids generated by North Olrnsted Wastewater <br />Treatment Plant. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the Mayor be and he is hereby authorized to enter into an interun <br />ageement with the City of North Royalton, Ohio for the stabilization of biosolids generated by <br />the North Olmsted Wastewater Treatment Plant at the City of North Royalton, Ohio Sludge <br />Composting Facility with the disposal of the stabilized biosolids performed by the City of North <br />Royalton, Ohio in an amount not to exceed $26,000.00 on behalf of the City of North Olmsted. <br />SECTION 2: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, is beneficial to <br />the city and needs to be continued due to the significant cost reduction the program provides to <br />the Sewer Revenue Fund, and further provided it receives the affirmative vote of two-thirds of a11 <br />members of Council, it sha11 take effect and be in force immediately upon its passage and approval <br />by the Mayor. <br />{.. <br />PASSED:??:?...i..? <br />AT'?EST: <br />it-(.U-?l..c? <br />Barbara L.
