.. . . ...,.. . .... ? . -,.v„....M1, ..4e E . ... .:... ... . . .. . . ... . . ... . . . . <br />. ., ?f ,.....;.r .-., . __,:. <br />. . .. . . . .. . _.. ...... ....... , v.,...?....>.«w.?.?»?.,M--..µ:..r.w k.»,:.,...< > .....:.._ ..... .... . <br />CIlY OFIVORTH OLMSTED <br />ORDINANCE NO. 2001-12 7 <br />BY: Council Members Kasler and 1Vfiller <br />AN ORDINANCE ESTABLISHING A SPECLL4LL REVENUE <br />FUND FOR FINES COLLECTED FROM HANDICAP'PED <br />PARKIIITG VI4L41I0NS, ENTITLED ?'HE "SEIVIOR <br />ASSlS'TANCE FUND," FOR THE PURPOSE OF PROilIDING <br />EMERGENCY ASSISTANCE SERVICES TO SENIOR <br />CITI2ENS WHO ARE RESIDENTS OF THE C17'Y AND WHO <br />ARE INNEED, AS THRICEAMENDED. <br />N'HEREAS, this Council desires to create a special revenue fiand, ernitled the "Senior <br />Assistance Fund," for the fines and costs collected from violations of the City's handicapped parking <br />ordinance; and <br />WHERF.A.S, this Council further desires to use the fine and cost momes in said special revenue <br />fund to provide emeigency assistance services to senior citizens who aze residems of North Olmsted <br />and who qualify for assistance under the federally published Health and Human Services guidelines <br />used by the City's Departmerrt of Human Resources; and <br />WHEREAS, this Councii finally desires that all fines and costs collecfed from violations of the <br />City's handicapped parking ordinance be designated to the Senior Assistance Fund even when <br />collected as the result of law enforcement efforts under the Cfty's STOP program; <br />NOW, TfIEREFORE, BE Tl QRD?AINED BY THE COUNCIL OF THE Cll'Y OF <br />NORTH OLMSTED, CUYAHOGA eOUNTY, AND STATE OF OHIO: <br />SECT70N 1: That there is hereby established a separate Special Revenue Fund, entitled the <br />"Seruor Assistance Fund," for fines collected from violations of the City's Handicapped Parking <br />Ordinances, preserrtly codified at Sections 351.04(f) of the Ciiy's Traffic Code. The Director of <br />Finance is hereby directed to receive and pay imo said separate fund all fines and costs received by the <br />City as a result of the disposition of traffic citations issued by police officers for violations of said <br />Section 351.04(f) of the Traffic Code, including fines and costs received as a result of law enforcement <br />action under the City's STOP program. Said funds so received 'mto the separate fund may be <br />expended only by the Director of the Departmern of Human Resources for the purpose of providing <br />emergency assistance to senior citizens who are residents of the City of North Olmsted and who qualify <br />for assistance under the federally published Health and Human Services guidelines used by the <br />Departmerrt of Human Resources.
