CITY OF NORTH OLMSTED ORDINANCE NQ. 2001- 115 BY.• MAYOR NORMAN T. MIISIAL AN ORDINANCE AUTHORIZING THE MAYOR OF THE CITY OF NORTH OLMSTED TO ENTER INTO AN AGREE- MENT WITH PROJECT AND CONSTRUCTION SERVICES, INC. (PCS) TO PROVIDE CONSTRUCTION MANAGEMENT SERVICES FOR THE NEW NORTH OLMSTED PUBLIC LIBRARY AND DECLARING AN EMERGENCY. WHEREAS, the voters of the City of North Olmsted, on November 7, 2000, passed a bond issue for the purpose of acquiring property and constructing a new library; and WHEREAS, upon the advice of the Mayor, Director of Public Service, and Director of Law, it is recommended that the services of the firm Project and Construction Services, Inc. (PCS) be hired to accomplish the aforesaid services due to their expertise in this field; and WHEREAS, upon the recommendation of the Mayor, Director of Public Service and Director of Law, this Council does hereby express its desire to have the Mayor enter into a contract with said firm for and on behalf of the City. NOW THEREFORE, &E IT ORDAINED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, CUYAHOGA COUNTY, AND STATE OF OHIO: SECTION 1: That the Mayor be and he is hereby authorized and directed to enter into an agreement with Project and Construction Services, Inc. (PCS) to provide construction management services for the new North Olmsted Public Library. A copy of said agreement is attached hereto and made a part hereof and marked Exhibit "A". SECTION 2: That this Ordinance is hereby declared to be an emergency measure immediately necessary for the preservation of the public health, safety and welfare, and for the reason that it is immediately necessary to proceed with the design services for this project, and further provided it receives the affirmative vote of two-thirds of all members of Council, it shall take effect and be in force immediately upon its passage and approval by the Mayor.
