CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2001-100 <br />By: Council Member Carolyn Kasler <br />AN ORDINANCE AUTHORIZING AND DIRECTING DON <br />COPELAND, DIRECTOR OF THE DEPARTMENT OF HUMAN <br />RESOURCES, TO MAKE APPLICATION UN BEHALF OF THE <br />CITY OF NORTH OLMSTED FOR COMMUNITY <br />DEVELOPMENT BLOCK GRANT FUNDS FOR THE FISCAL <br />YEAR 2002 FOR A PROJECT TITLED STREET-SCAPE FOR THE <br />EXPANSION OF THE CLAGUE ROAD AND LORAIN ROAD <br />INTERSECTION AND DECLARING AN EMERGENCY AS <br />AMENDED. <br />WHEREAS, this Council, after a public hearing conducted on August 16, 2001, has <br />determined that the City of North Olmsted qualifies for Community Development Block <br />Grant funds; and <br />WHEREAS, this Council created a Citizens Advisory Committee for C.D.B.G. through <br />Resolution No. 2000-141; and <br />WHEREAS, the Citizens Advisory Cornmittee submitted a report to this Council on <br />September Ol, 2001 recommending one project application; and <br />WHEREAS, the City has designated the Street-Scape For The Expansion Of The Clague <br />Road And Lorain Road Intersection eligible for funding through the Community <br />Development Block Grant program funded by the United States Department of Housing <br />and Urban Development and administered for the City of North Olmsted by the <br />Cuyahoga County Board of Commissioners; and <br />WHEREAS, said praject consist of applying for up to the maximum award of $150,000; <br />and <br />WHEREAS, the City of North Olmsted has received funding from the Ohio Public <br />Works Commission for the expansion of the Clague Road and Lorain Road Intersection; <br />and <br />WHEREAS, Ohio Public Works Commission funding cannot be used for street-scape <br />activities; and <br />WHEREAS, these projects will provide a benefit to a Low and Moderate Income Area <br />and an Improvement Target Area; and
