CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2001-88 <br />BY: Mayor Norman Musial and Council Member Dean McKay <br />AN ORDINANCE AMENDING SECTION 111. 01 OF THE <br />ADMINISTRATIVE CODE OF THE CITY OF NORTH <br />OLMSTED, ENTITLED "CITY CONTRACTS, " IN ORDER <br />TO EXEMPT ALL RENTALS OF ICE TIME AT THE <br />RECREATION COMPLEX FROM THE REGULATIONS <br />OTHERWISE APPLICABLE TO CITY CONTRACTS, AND <br />DECLARING AN EMERGENCY. <br />WHEREAS, this Council previously enacted Ordinance No. 2000-24, which created <br />Chapter 111 of the Administrative Code, entitled "City Contacts," with an effective date of May <br />16, 2000; and <br />WHEREAS, in Ordinance No. 2000-24, Council provided for certain types of city <br />contracts, including franchise contracts, sales and leases of real property owned by the City, sales <br />of personal property pursuant to Cod. Section 525.15 or Chapter 955, and contracts for the <br />abatement of real property taxes, to be exempt from the regulations of Chapter 111, which <br />require, among other things, the advertising in newspapers of general circulation for proposals <br />and subsequent review and recommendation by the Board of Control; and <br />WHEREAS, the Recreation Commissioner desires to enter into a city contract, pursuant <br />to the authority granted to him by this Council in Ordinance No. 96-114, to rent ice time to Jeff <br />Marshall, Inc., during the period July 9 through August 19 of this Summer to operate a learn to <br />skate program for North Olmsted children; and <br />WHEREAS, rentals of ice time pursuant to written city contract are not presently <br />exempted from the regulations of Chapter 11 l; and <br />WHEREAS, it is the desire of this Council to exempt all rentals of ice time at the <br />recreation complex, whether by written contract or otherwise, from the regulations of Chapter <br />111; <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION ONE: That Section 111.01 of Chapter 111 of the Administrative Code, which <br />presently reads as follows: <br />"111.01 CITY CONTRACTS INVOLVING RECEIPT OF FUNDS. <br />(a) Every city contract, whereby as a result the City is to receive instead of expend funds, <br />shall be subject to the requirement that: <br />(1) That there be on file with the City, specifications with respect to <br />proposals to be received from interested parties which shall include, but not be limited to, the <br />following items of information:
