CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2001-86 <br />BY: MAYOR NORMAN T. MUSIAL <br />AN ORDINANCE AMENDING THE TRAFFIC CONTROL FILE <br />OF THE CITY OF NORTH OLMSTED TO PROVIDE <br />LOCATION FLEXIBILITYAND LANGUAGE CLARITY OF THE <br />TWO "NO PARKING, STOPPING OR STANDING" <br />SIGNS ON THE SOUTH SIDE OF SWEETBRIAR DRIVE IN <br />THE AREA OF PINE ELEMENTARY SCHOOL'S CROSSWALK <br />AND DECLARING AN EMERGENCY. <br />WHEREAS, this Council previously adopted Ordinance No. 2000-146, which amended the <br />traffic control file of the City by requiring the posting of "No Parking, Stopping or Standing" signs <br />on the south side of Sweetbriar Dr. thereby defining an obstruction free, safety zone encompassing <br />the crosswalk used by children during and after Pine Elementary School is in session. <br />WHEREAS, this Council believes that the Traffic Control File should be modified to permit <br />flexibility of locating "No Parking, Stopping or Standing" signs on the south side of Sweetbriar Dr, <br />and better defining an obstruction free, safety zone. <br />WHEREAS, Chapter 305 of the Traffic Code provides for the maintenance of the Traffic <br />Control File, which can be amended only by ordinance. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLM5TED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION 1: That the Police department be and the same is hereby authorized and directed <br />to amend the Traffic Control File of the City of North Olmsted to indicate thereon the installation of a <br />"Begin - No Parking, Stopping or Standing - Zone" sign in the tree lawn immediately west of the <br />driveway at 26869 Sweetbriar Dr. and a"End - Nq Parking, Stopping or Standing - Zone" sign in <br />the tree lawn on or near the westerly property line of 26821 Sweetbriar Dr. <br />SECTION 2: That the Mayor be and he is hereby authorized and directed to cause said <br />"Begin - No Parking, Stopping or Standing - Zone" and "End - No, Parking, Stopping or Standing <br />- Zone" signs to be installed in accordance with the provisions of this Ordinance. <br />SECTION 3: That all Ordinances or portions of Ordinances in conflict or inconsistent with <br />this Ordinance are, to the extent of any such conflict or inconsistency, repealed. <br />SECTION 4: That this Ordinance is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and for the <br />further reason that there is a safety concern for children crossing in this area of Sweetbriar Dr., and <br />further provided it receives an affirmative vote of two-thirds of all members of Council, it shall take <br />effect and be in force immediately upon its passage and approval by the Mayor.
