Resolution No. 2001-69 <br />Page 2 <br />WHEREAS, currently our health care dollars-as much as 30 cents of every <br />premium dollar-are spent on shareholder dividends, marketing and administration while <br />less than three cents of every Medicare dollar is spent on admiuistrative costs; and <br />WHEREAS, our infant mortality rate is higher and our life expectancy rate is <br />lower than every other advanced industrialized nation; and <br />WHEREAS, the United States is the only advanced industrialized nation in the <br />world without national health care; and <br />WHEREAS, the World Health Organization has found that the quality of U. S. <br />health care is ranked 37'h in the world and further fou.nd that countries with universally <br />available care financed by broad taxes have the best health care; and <br />WHEREAS, our cou.ntry needs a health care system that guarantees access to <br />quality health care for everyone, whether employed or not, while ensuring free choice of <br />doctors and hospitals, thus preserving the patient/doctor relationship; and <br />WHEREAS, the Cleveland AFL-CIO Federation of Labor and A.F. S.C.M.E. <br />Ohio Council8 unanimously adopted a resolution supporting a non-profit national health <br />care insurance plan which is publicly fmanced and guarantees comprehensive and <br />lifetime coverage for all; and <br />WHEREAS, the Cleveland City Council unanimously passed a resolution in July <br />of 2000 supporting the Cleveland AFIrCIO Federation of Labor's call for a national <br />health care insurance plan, and the Lakewood City Council did the same on May 7, 2001. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE <br />CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF <br />OffiO: <br />SECTION L• That the North Olmsted City Council supports the Cleveland AFIr <br />CIO Federation ofLabor and A.F.S.C.M.E. Ohio Council8's call for a non-profit <br />national health care insurance plan which is publicly funded and guarantees <br />comprehensive and lifetime coverage for all. <br />SECTION 2: That the Clerk of Council be and she is hereby authorized and <br />directed to forward certified copies of this resolution to the offices of President George <br />W. Bush, Vice President Dick Cheney, the Senate Majority Leader, the Speaker of the <br />House, U. S. Senators DeWine and Voinovich, U. S. Representatives Brown, Kucinich, <br />LaTourette, Regula, Sawyer and Tubbs-Jones, and the Secretary of the Department of <br />Health and Human Services.
