CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2001-12 <br />BY: COUNCIL MEMBERS NASHAR AND McKAY <br />A RESOL IITION IIRGING THE FEDERAL AVIA TION ADMINISTRATION <br />(FAA) TO TAKE NECESSARY STEPS TO MITIGATE NOISE F,MANATING <br />FROMAIR(.'RAFT TAKING OFF A T CLEVELAND HOPKINS AIRPORT, AND <br />DECLARING AN EMERUENCY AS AMENDED. <br />WHEREAS, the residents of the City of North Olmsted have experienced unnecessary <br />noise levels from aircraft taking off from Cleveland Hopkins Airport heading in a westerly <br />direction; and <br />WHEREAS, it is the belief of this Council that if regulations are established so that the <br />planes taking off in a westerly direction are permitted to climb at a faster rate to a higher altitude <br />that some of the noise would be abated; and <br />WHEREAS, it is the desire of this Council to express this wish to the Federal Aviation <br />Administration by virtue of the passage of this Resolution. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COLINCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION 1: That the Clerk of Council be and she is hereby authorized and directed to <br />send a copy of this Resolution to the Federal Aviation Administration urging the FAA to adopt <br />regulations so that planes taking off in a westerly direction be required to climb at a faster rate of <br />speed to a higher altitude. <br />SECTION 2: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and for the <br />further reason that it is immediately necessary to take some corrective action in order to abate <br />noise pollution, as well as property damage which is caused by planes taking off from <br />Cleveland Hopkins Airport at lower altitudes as opposed to higher altitudes and further <br />provided that it receives an affirmative vote of two-thirds of all members of Council, it shall <br />take effect and be in force immediately upon its passage and approval by the Mayor.
