CO-100 <br />U.S. Department Great Lakes Region 2300 East Devon Avenue <br />of Transportation Illinois, Indiana, Michigan, Des Plaines, Illinois 60018 <br />Federal Aviation Minnesota, North Dakota, <br />Ohio, South Dakota, <br />Administration wisconsin <br />,?UG, 0 ur 2C'J4 <br />Mr. George Nashar <br />Council Member, City of North Olmsted <br />Office of the City Council <br />5200 Dover Center Road <br />North Olmsted, OH 44070 <br />Dear Mr. Nashar: <br />The Federal Aviation Administration (FAA) has completed its review of your proposed Resolution <br />Number 2001-12, with regard to aviation noise. <br />Review of the noise abatement procedures presently in effect for Cleveland Hopkins International <br />Airport has revealed that a measure to provide for the expedited climb of departure aircraft has <br />been in effect since 1987. This procedure, called the Distant Noise Abatement Departure <br />Procedure (NA-2), was described and evaluated in the 1987 Federal Aviation Regulations (FAR) <br />Part 150 Study, the 2000 FAR Part 150 Study Update, and the 2000 Environmental Impact <br />Statement. These documents concluded that use of the Distant Noise Abatement Departure <br />Procedure was in the best interest of all communities affected by aircraft noise. <br />It is important to understand that while the FAA has the responsibility for the safe and efficient use <br />of the national airspace, the Aviation Noise Abatement Policy of 1976 and FAA Order 1050.11, <br />Noise Control Plans, identify airport proprietors as responsible for taking the lead in local aviation <br />noise control plans. This is appropriate because the airport proprietor has the best knowledge of <br />the noise climate, the needs and desires of all the surrounding communities, and the <br />requirements of airport users. Accordingly, it is our position that noise abatement initiatives must <br />be endorsed and recommended by the City of Cleveland in their role as owner and operator of <br />Cleveland Hopkins International Airport before they are considered by the FAA. <br />Please be assured that the FAA will continue to cooperate with the City of Cleveland in reducing <br />aviation noise impacts. <br />Sincerely, <br />? <br />`I'(_ Christoper R.
