<br />December 18, 1997 <br />To: Council <br />J <br />From: Ed Boyl ~ <br />~; <br />Subject: Ordina ce 9 -113 ,/~ <br />In reviewing the above captioned ordinance it appears that the only change <br />concerns the position of Administrative Assistant. I have several concerns about the <br />changes being made. <br />First, the position is being given a $5,893.60 increase over the cap originally <br />agreed upon between this Administration and Council. This is a 14.25% base pay <br />increase which greatly exceeds any increase given to any other employee during 1997 <br />and 1998 combined. <br />Second, the current ful!-time Administrative Assistant is paid $14.42 per hour. <br />97-113 grants a 64°~ increase over that. <br />Third, I learned from members of Council that this ordinance was requested by <br />the Mayor-elect in an effort to convert the position to part-time status. I would point out <br />that neither Section 1, G nor Section 1, K, require a determination of part-time or full- <br />time status at any specific time. Evidently it can be made on any day of the year and <br />changed on any other day. All other part-time positions are specifically stated as such. <br />Please refer to Section 1, H of this very ordinance (Civil Service Secr. Part-Time). <br />Fourth, this is the only position in the City that albws the Mayor and not Council <br />to determine full-time or part-time status. <br />Fifth, it is my understanding from discussions with members of Council that <br />Ordinance 97-113 was presented only as legislation to convert the position from ful!- <br />time to part-time status. <br />A few other points that may have been obscured by the sponsor, Mr. Musial, but <br />are very relevant are: <br />1. The pay increase will cost North Olmsted approximately $2,500 in <br />additional P.E.R.S. payments. <br />2. Allowing the Mayor to determine full-time and part-time status places the <br />City in the position of paying for hospitalization. This would be the only <br />part-time position receiving hospitalization. Not only is this an affront to <br />our current employees and contrary to the insurance contract you have <br />approved, it can cost another $6,000. <br />3. While Mr. Musial voted against giving hospitalization to part-time <br />employees and requested this ordinance to convert the position of <br />Administrative Assistant to part-time status, he has already presented his <br /> <br />
