CITY OF NORTH OLMSTED <br />ORDINANCE NO. 97- 66 <br />BY.• Mayor Boyle <br />1 <br />6 j <br />'\ <br />~...' <br />~ ~ /~/~ d <br />AN ORDINANCE ENACTING SECTION 763 OF THE <br />CODIFIED ORDINANCES OF NORTH OLMSTED, <br />ENTITLED "VIDEO SURVEILLANCE, "AND DECLARING <br />AN EMERGENCY. <br />WHEREAS, the Council believes that crime and the perceived danger of crime in large <br />parking areas contributes to the perception of the City as an unsafe place to live, work, and do <br />business; and <br />WHEREAS, this perception of lack of safety and a high crime rate contributes to lower <br />earnings and decreased tourism and commerce; and <br />WHEREAS, it is in the interests of the City to prevent such a perception, in order to <br />provide for growth, increased tourism and commerce, and public respect for order and law; and <br />WHEREAS, the Council has determined that increased monitoring of public parking areas <br />would contribute significantly to lowering the public perception of lawlessness and lack of safety; <br />and <br />WHEREAS, the City has studied and investigated various methods for the increased <br />monitoring and patrolling of large public areas in other urban and suburban areas; and <br />WHEREAS, the City has noted the remarkable success of public video surveillance <br />systems in increasing public safety and decreasing crime; and <br />WHEREAS, the Council has determined that it is in the best interests of its residents and <br />business community for such public video surveillance to be required by law; and <br />WHEREAS, the retention and maintenance of recorded surveillance tapes for a period <br />long enough to allow for their review by security or law enforcement officials in connection with <br />any alleged crime or misconduct is also necessary for the welfare and safety of City residents. <br />:~r, ~ ~: ,,,.. <br />
