~. <br />CITY OF NORTH OLMSTED <br />RESOLUTION NO. 97-58 <br />By: Mayor Boyle and City Council <br />A RESOLUTION CALLING ON CEI TO CONCLUDE BARGAINING WITH UTILITY <br />WORKERS LOCAL 270; TO PRESERVE JOBS IN OUR COMMUNITY AND TO MAKE A <br />COMMITMENT TO IMPROVED MAINTENANCE AND EMERGENCY RESPONSE, AND <br />DECLARING AN EMERGENCY. <br />Whereas, the contract between CEI and Utility Workers Loca1270 expired on May 1, 1997; and <br />Whereas, CEI has not resolved numerous grievances, arbitrations, and unfair labor charges filed <br />against it; and <br />Whereas, CEI has laid-off union members through outsourcing their work; and <br />Whereas, CEI plans the lay-off of hundreds of workers throughout the system, both now and after <br />the merger with Ohio Edison that will result in more and longer outages and potential safety hazards to the <br />public. <br />NOW, THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH <br />OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />Section 1: We call upon CEI to conclude bargaining with Local 270 in good faith and to resolve <br />the numerous outstanding grievances, arbitrations, and unfair labor practices. <br />Section 2: CEI should increase its staffing levels to insure excellence in maintenance and <br />emergency response. <br />Section 3: CEI should act as a responsible corporate citizen, recognizing its special obligation, not <br />to the shareholder, but to the citizenry, as a public utility meant to provide safe and reliable electrical <br />service. Moreover, CEI should respect that class of the public, the utility worker, who make safe and <br />reliable service possible. <br />Section 4: That this resolution is hereby declared to be an emergency measure immediately <br />necessary for the preservation of the public health, safety and welfare of the people of the City of North <br />Olmsted and further provided it receives the affirmative vote of two-thirds of all members of Council, it <br />shall take effect and be in force immediately upon its passage and approval by the Mayor. <br />PASSED: <br />AT ST: c, <br />G ~ ~ ~~ ' <br />~Z'~i1.l.,Gl-4-~..-- <br />BARBARA SE ES D.
