CITY OF NORTH OLMSTED <br />RESOLUTION N0.97- 54 <br />BY: MAYOR ED BOYLE AND ENTIRE COUNCIL <br />A RESOLUTION OPPOSING THE PROPOSED FUNDING CUTS <br />BY THE FEDERAL GOVERNMENT IN AIRPORT NOISE <br />MITIGATION GRANTS, AND DECLARING ANEMERGENCY. <br />WHEREAS, the Federal Aviation Administration is proposing drastic cuts in the level of <br />federal funding available to airports to carry out noise mitigation projects; and <br />WHEREAS, there is a proposed drastic reduction in funding of the statutory 31% set-aside <br />for aviation noise mitigation, from $144 million in fiscal 1997 to $21 million in fiscal 1998; and <br />WHEREAS, a reduction in research, engineering and development funds for environment <br />and energy, which includes the development of quieter aircraft engine technology, from $4 million <br />to $3 million is also proposed; and <br />WHEREAS, the reduction in funding for noise mitigation in the proposed 1998 budget <br />totally contradicts the decisions Congress made in enacting the FAA Reauthorization Act. <br />NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH <br />OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION 1: The members of Council of the City of North Olmsted hereby strongly oppose the <br />Federal Aviation Administration budget as proposed by the Clinton Administration. <br />SECTION 2: That the Clerk of Council is hereby authorized and directed to forwazd copies of this <br />Resolution to President, William J. Clinton, U.S. Senators John H. Glenn and Michael DeWine, <br />U.S. Representatives Sherrod Brown, Dennis Kucinich, Steven LaTourette and Louis Stokes. <br />SECTION 3: This Resolution is hereby declared to be an emergency measure immediately necessary <br />for the preservation of the public peace, health, safety and welfare of said City, and further for the <br />purse of opposing drastic funding cuts in airport noise mitigation grants; therefore, this resolution <br />shall take effect and be in force immediately from and after its passage and approval by the Mayor. <br />~, -,~,.,~ a . ~ _.. _, <br />
