..---~-~ <br />i' <br />CITY OF NORTH OLMSTED ' . <br />ORDINANCE N0.97-18 ~',.... - ~~~~~~~~~ <br />By: Councilman Thomas O Grady ~``~ <br />AN ORDINANCE AUTHORIZING AND DIRECTING DON <br />COPELAND, DIRECTOR OF THE DEPARTMENT OF HUMAN <br />RESOURCES, TO MAKE APPLICATION ON BEHALF OF THE <br />CITY OF NORTH OLMSTED FOR COMMUNITY <br />DEVELOPMENT BLOCK GRANT FUNDS FOR THE FISCAL <br />YEARS 1997 AND 1998 (23 rd and 24 th YEARS) FOR A PROJECT <br />TITLED HORIZONS ACTIVITIES CENTER NEIGHBORHOOD <br />AND DAY CARE CENTER, AND DECLARING AN EMERGENCY <br />WHEREAS, this Council, after a public hearing conducted on January 29, 1997, has <br />determined that the City of North Olmsted qualifies for Community Development Block <br />Grant funds; and <br />WHEREAS, the City has designated a project activity, named the Horizons Activities <br />Center Neighborhood and Day Care Center, as being eligible for funding through the <br />Community Development Block Grant program funded by the United States Department <br />of Housing and Urban Development and administered for the City of North Olmsted by <br />the Cuyahoga County Board of Commissioners; and <br />WHEREAS, said project consists of applying for $300,000 in C.D.B.G. funding for FY <br />1997 and FY 1998 ($150,000 for each separate fiscal year); and <br />WHEREAS, the Horizons Activities Center will provide all other funding and leverage <br />requirements for this project and for the C.D.B.G. application which total an estimated <br />$500,000, which will include an application for a Cuyahoga County Economic <br />Development Loan, an application for a Cuyahoga County Neighborhood Revitalization <br />(storefront improvement) Loan, a business loan, and application for other loans and <br />grants; and <br />WHEREAS, the purpose of this project is to acquire the former CEI service center <br />located at 23675 Lorain Road, North Olmsted; which consists of a 5052 square foot brick <br />and steel structure and 1.6237 acres; and <br />WHEREAS, this property will be renovated to provide the Horizons Activities Center <br />with a neighborhood and day care center on the east end of North Olmsted to serve the <br />needs of low and moderate income clientele; 51% of all participants must meet H.U.D. <br />low and moderate income guidelines; and the jobs created by this project as stated in the <br />CDBG application must be provided to low and moderate income persons; and <br />Vic:,/~9r~ <br /> <br />
