CITY OF NORTH OLMSTED <br />ORDINANCE NO. 98- 114 <br />BY: MAYOR MUSIAL AND ALL MEMBERS OF COUNCIL <br />AN ORDINANCE AMENDING SECTION 351.03 OF THE <br />TRAFFIC CODE, ENTITLED "PROHIBITED STANDING OR <br />PARSING PLACES, "AND THE TRAFFIC CONTROL FILE OF <br />THE CTlY OF NORTH OLMSTED, IN ORDER TO ESTABLISH <br />A CITY-WIDE BAN AGAINST PARKING ON THE HYDRANT <br />SIDE OF STREETS, AND Fl1RTHER TO PROVIDE FOR <br />POSTTNG SIGNS OF THIS, AND OTHER CITY-WIDE <br />PARKING BANS, AT THE ENTRANCE WAYS TO THE CITY <br />ON STREE?'S WHICH TRAVERSE THE CITY LIMITS, AND <br />DECLARING AN EMERGENCY. <br />WHEREAS, this Council finds that parldng on both sides of city streets, regardless of the <br />width of the street, serves to obstruct traffic movements for which such streets were designed and <br />constructed; and <br />WHEREAS, this Council accordingly believes that traffic safety in the City will be <br />promoted by instituting a city-wide ban on parldng on the hydrant side of every street in the City; <br />and <br />WHEREAS, this Council further believes that the posting of individual "no pazking" signs <br />on every street in the City to give notice of a city-wide ban on parldng on the hydrant side of said <br />City streets is not necessaiy in order to give adequate notice of the city-wide ban to motorists, <br />and, in addition, would be extremely costly to the City, both with respect to the initial cost of <br />placing such signs and the subsequent cost of maintaining and, when necessary, replacing such <br />signs; and <br />WHEREAS, this Council further believes that placing "no parking" signs on the hydrant <br />side of every street in the City would create a visual clutter which would detract from the <br />aesthetics of the City's business community and residential streets; and <br />WHEREAS, this Council further believes that posting appropriately worded "no parking" <br />signs at the entrance ways to the City on every street which traverses the City's limits, and at a <br />location on each sai.d street which is readily visible to motorists immediately as they enter the <br />City, will provide adequate notice of the city-wide ban against parldng on the hydrant side of <br />streets, as well as the other existing city-wide bans against parldng on any street between the hours <br />
