CITY OF NORTH OLMSTED <br />RESOLUTION NO. 98 - 108 <br />BY: Mavor Musial and all Members of Council <br />A RESOLUTION OPPOSING THE CHANGE IN POLICY BY THE OHIO <br />DEPARTMENT OF TRANSPORTATION TO NO LONGER MAINTAIN STATE <br />ROUTES WITHIN MUNICIPALI'I'MS, AND DECLARING AN EMERGENCY. <br />WHEREAS, the Ohio Department of Transportation has determined to exercise the <br />rights under 5501.31 R.C. to cease participation in local road construction; and <br />WHEREAS, failure to participate will overburden a community such as North Olmsted <br />whose principal arterials are state highways; and <br />WHEREAS, North Olmsted receives disproportionate traffic because of regional <br />shopping facilities and traffic to and from the turnpike to adjoining cities. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, OHIO A MAJORITY OF THE <br />MEMBERS THERETO CONCURRING; <br />SECTION 1: The City of North Olmsted contains approximately 10.97 miles of state <br />highway and is serviced by a turnpike exit, Exit 9. <br />SECTION 2: By virtue thereof, North Olmsted is a routing site for traffic going to the <br />regional shopping facilities and to adjoining cities from the turnpike exit. <br />SECTION 3: Road improvements to Lorain Road with Ohio Department of <br />Transportation funds from mid-1989 until late 1997 totaled zero dollars. This highway is <br />currently in need of reconstruction with a six mile project estimated currently to cost between <br />$5,000,00046,000,000. It is anticipated this project, when scheduled, will cost substantially <br />more. <br />SECTION 4: North Olmsted's available operating budget for road repairs and <br />improvements in 1998 is approximately $600,000.00. <br />SECTION 5: It is found and determined that all formal actions of this Council <br />concerning and relating to the adoption of this Resolution were adopted in an open meeting or <br />meetings of this Council, and that all deliberations of this Council and any of its committees that <br />resulted in such formal action were in meetings open to the public, in full compliance with a11 legal <br />requirements, including without limitation, those set forth in Section 121.22 of the Ohio Revised <br />Code.
