<br />CITY OF NORTH OLMSTED <br />RESOLUTION NO. 98-96 <br />BY: COUNCILMAN DUANE K. LIMPERT <br />A RESOLUTION CREATING A CITIZENS COMMITTEE FOR <br />THE PURPOSE OF GATHERING AND PRESENTING TO <br />COUNCIL PROJECTS FOR THE CITY'S 1999 COMMUNITY <br />DEVELOPMENT BLOCK GRANT (CDBG) APPLICATION, <br />AND DECLARING AN EMERGENCY. <br />WHEREAS, citizen input is a valuable and legally required part of the application process <br />for Community Development Block Grant (CDBG) funding for deserving city projects; and <br />WHEREAS, this Council believes that citizen input into this process may be increased by <br />creating a citizens committee whose purpose will be to gather and present to Council projects <br />which may be used by the City in applying for 1999 CDBG funding; and <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH <br />OLMSTED, CUYAHOGA COUNTY, A1VD STATE OF OHIO: <br />SECTION 1: That there be and hereby is created a Citizens Committee for the purpose <br />of gathering and presenting to Council projects for the 1999 Community Development Block <br />Grant (CDBG) year. Said Citizens Committee shall consistent of seven members appointed as <br />follows: one member to be appointed by each Ward Councilperson for a total of four members; <br />one member to be the Chairman of the Intergovernment Committee of Council; one member to <br />be a representative of the City Human Resources Department; and one member to be appointed <br />by the Mayor. Said appointed members shall represent a diverse cross section of the community <br />and, if possible, live within CDBG targeted areas. The task of the Committee shall be to discover <br />a number of projects to present to Council for a request of CDBG funding. All projects presented <br />must be fundable from City funds. Said recommendations of the Committee shall not be binding <br />upon the Council, and Council may present projects other than those recommended by the <br />Committee. Following its timely recommendations to Council, the Committee shall disband. <br />SECTION 2: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and for the <br />further reason that it is immediately necessary to create this Citizens Committee and start its <br />operations so that the Committee has sufficient time to conduct its task and report to Council prior <br />to January 1, 1999; and further provided it receives the affirmative vote of two-thirds of all <br />. . . .. .. . .. . . ... . ...... . .. ... . .. . . . ._. . . ?.?, k».??c,x.?o.?..? ,?...»-u, ;y,.ax+s,?. ?. _... . , ..s?.?.y, .. a.r ? ?szae::F x.? ?,..?«...x. , ?„? . ?.:.a .._.,.,::a: <br />I
