Section 5. This ordinance is declared to be an emergency measure necessary for the <br />immediate preservation of the public peace, health, safety and welfare of the City, and for the <br />further reason that this ordinance is required to be immediately effective in order to issue and sell <br />the Notes, which is necessary to enable the City to timely enter into and carry out its obligations <br />under contracts for the improvement referred to in Section 1 of Ordinance No. 98-56 which is <br />urgently needed to protect and preserve the City's Recreation Center and to eliminate potential <br />hazards to issuers of that facility; wherefore, this ordinance shall be in full force and effect <br />immediately upon its passage and approval by the Mayor. <br />Passed: 4??- / 0 , 1998 ?. <br />Attest: Clerk of Council <br />Approved: , 1998 <br />o???'tc?.??- , <br />Mayor <br />-3- <br />President of Counoi" <br />,4A` ?? b/q / q'V <br />o I-q j? <br />
