<br />Section 9. This ordinance is hereby declared to be an emergency <br />measure necessary for the immediate preservation of the public peace, health, <br />safety and welfare of the City and for the further reason that this ordinance <br />must be effective at once to provide funds in order to adequately carry out <br />necessary municipal functions and to meet increasing operating costs and other <br />financial obligations of the City; wherefore, this ordinance shall be in full <br />force and effect immediately upon its passage and approval by the Mayor. <br />Passed <br />Attest: <br />Clerk of Council <br />Approved: <br />Mayor <br />, 1991 <br />1991 <br />President of Council <br />Section 3. It is the desire of this Council that the ballot language <br />presented to the electors of the City of North Olmsted shall be in substan- <br />tially the following form: <br />PROPOSED INCREASE IN MUNICIPAL INCOME TAX RATE <br />A majority affirmative vote is necessary for passage. <br />Shall the ordinance (Ordinance No. 90- ) providing for a <br />two percent levy on income, which constitutes an increase <br />of one percent in the existing income tax, and for a credit <br />against that two percent levy equal to seventy-five percent <br />of the amounts paid as income tax to another municipality <br />on income taxed by the City of North Olmsted to the extent <br />those amounts do not exceed two percent of that income, <br />effective March 1, 1991, for the purpose of providing funds <br />for the City of North Olmsted to be allocated for use as <br />follows: 17% to pay costs of any permanent improvements <br />for the City, including the payment of debt charges on <br />bonda and notes issued after 1990 for that purpose, and <br />costs (other than costs of compensating City employees) of <br />services and facilities for solid waste management, recycl- <br />ing and disposal; 25% to pay costs of permanent improve- <br />ments to the City's street and storm water drainage <br />systems, including the payment of debt charges on bonds and <br />notes issued after 1990 for those purposes, and costs <br />(other than costs of compensating City employees) of <br />maintaining the City's street and storm water drainage <br />systems and providing related equipment; and the balance to <br />- 7 -
