<br />Section 2: T'hat the Clerk of Council shall imnediately forward an
<br />attested copy of this Ordinance to the Auditor of Clzyahoga County.
<br />Section 3: That the Director of Finance is hexby authorized to
<br />draw his warrants on the City Treasury for payments fran any of the
<br />aforegoing appropriations upon receiving proper certificates and
<br />vauchers therefore, approved by the Board of Officers authorized by law
<br />to approve same, or an Ordinance or Resolution of Council to make the
<br />expenditures; provided that no warrants shall be drawn or paid for
<br />salaries or wages except to persons mployed by authority of and in
<br />accordance with law or ordinance. Provided further, tha.t the
<br />appropriation for contingencies can only be expended upon approval of a
<br />two-thirds vote of Council for items of expense constituting a legal
<br />obligation against the City and for purposes other than those covered
<br />by other specific appropriations herei.n made.
<br />Section 4: That this Ordinance is hereby declared to be an
<br />emergency measure necessary for preservation of the public health,
<br />safety and welfare, and provi.ded it receives the affirmative vote of
<br />two-thirds of all mesnbers elected to Council, it shall go into
<br />iimiediate force and effect upon its signing by the Mayor.
