i 10 .. f ?...? sor for the unexpired term at the next regular municipal election provided that (a) such election shall occur more than two years prior to the expiration of the unexpired term and (b) the vacancy shall have occurred more than seventy five (75) days prior to the primary election. If Council fails to fill said vacancy within thirtq (30) days, the Ma.yor shall appoint a President of Council to fill said vacancy. SECTION 2: That if such amendment is approved by a majority of the electors voting thereon at such election, it shall become effective from and after the time of its approval by the electors. SECTION 3: That the Clerk of Council is hereby authorized and direct- ed to cause a copy of the proposed Charter Amendment to be published in such manner as may be authorized by law. SECTION 4: That the Clerk of this Council be and she is hereby au- thorized and directed to forward a certified copy of this Ordinance to the Board of Election of Cuqahoga County. SECTION 5: That the Board of Elections is hereby requested to cause appropriate notice of such election to be duly given in accordance with law. SECTION 6: That this Ordinance is hereby declared to be an emergency measure immediately necessary for the preservation of the public health, safety and welfare, and for the further reason that it is immediately necessary to enact this legislation so that this issue may be submitted to the electors in time for the November 6, 1990 General Election, and fur- ther, provided it receives the affirmative vote of two-thirds of all mem- bers elected to Council, it shall take effect and be in force immediately upon its passage and approval by the Mayor.
