Nothing contained in this section shall be construed so as to prohibit the Mayor from serving as a member or official of any organization of governments, special unit of government or an organization of governmental officials, whether such organization or special unit of government is organized as a special district, regional council of governments, nonprofit corporation or some other form under the statutes or Constitution of the State of Ohio or the federal government. This section shall not prohibit the Mayor from serving as a member or an official in any other non- profit corporation where the Mayor's service is in the capacity of representing the City. When serving as a member or an official or anq organization of governments, special unit of government or an organization of governmental officials, or where the Mayorts service is as a member or official of a nonprofit corporation permitted by this section, the Mayor shall not be deemed to be interested in the profits or emoluments of any contract, job, work or service for the city or other transaction because of any con- tract or other transaction between the Citp and such organiza- tions, special unit of government or nonprofit corporation; and the Mayor may fully participate (i) as the Mayor of the City in the deliberations by the City or its agencies and (ii) in his capacity as a member or an official of such organization of gov- ernments, special unit of government, organization of governmental officials or nonprofit corporation, including the right to vote with respect to such contract, job, work, service or other trans- action. SECTION 2: That if such amendment is approved bq a majoritp of the electors voting thereon at such election, it shall become effective from and after the time of its approval by the electors. SECTION 3: That the Clerk of Council is hereby authorized and direct- ed to cause a copy of the proposed Charter Amendment to be published in such manner as may be authorized by law. SECTION 4: That the Clerk of this Council be and she is hereby au- thorized and directed to forward a certified copy of this Ordinance to the Board of Election of Cuyahoga County. SECTION 5: That the Board of Elections is herebp requested to cause appropriate notice of such election to be duly given in accordance with law. SECTION 6: That this Ordinance is hereby declared to be an emergency measure immediately necessary for the preservation of the public health, safety and welfare, and for the further reason that it is immediatelp necessary to enact this legislation so that this issue may be submitted to the electors in time for the November 6, 1990 General Election, and fur- ther, provided it receives the affirmative vote of two-thirds of all mem- bers elected to Council, it shall take effect and be in force immediately 2
