<br /> <br />? <br />? <br />In the event that the Director of Law renders an opinion that all <br />or some of the recommendations of the Charter Review Commission <br />involve substantive charter language or language which may not be <br />corrected, deleted or modified without substantively affecting <br />powers granted to or duties imposed upon the City, then Council, <br />consistent with the procedure set forth above may introduce and <br />enact legislation only upon those recotmnendations of the Charter <br />Review Commission which the Director of Law determines involve <br />nonsubstantive charter language and lanquaqe which may be correct- <br />ed, deleted, or modified without substantively affecting powers <br />granted to or duties imposed upon the City. <br />SECTION 2: That if such amendment is approved by a majority of the <br />electors voting thereon at such election, it shall become effective from and <br />after the time of its approval by the electors. <br />SECTION 3: That the Clerk of Council is hereby authorized and directed <br />to cause a copy of the proposed Charter Amendment to be published in such <br />manner as may be authorized by law. <br />SECTION 4: That the Clerk of this Council be and she is hereby <br />authorized and directed to forward a certified copy of this Ordinance to the <br />Board of Elections of Cuyahoga County. <br />SECTION 5: That the Board of Elections is hereby requested to cause <br />appropriate notice of such election to be duly qiven in accordance with law. <br />SECTION 6: That this Ordinance is hereby declared to be an emergency <br />measure immediately necessary for the preservation of the public health, <br />safety and welfare, and for the further reason that it is immediately <br />necessary to enact this legislation so that this issue may be submitted to the <br />electors in time for the November 6, 1990 General Election, and further, <br />provided it receives the affirmative vote of two-thirds of all members elected <br />to Council, it shall take effect and be in force immediately upon its passage <br />and approval by the Mayor. <br />PASSED: l. // ?o A <br />/? ?
