The appointed members of the City Landmarks Commission, previously established by Ordinance No. 86-43 (effective 6-17-86), shall continue to retain their membership on the Commission until their appointments expire. Thereafter, ap- pointments and reappointments to the Commission shall be made in accordance with the provisions of this paraqraph of Section 6, Article VII of the Charter. (b) Powers and Duties. The City Landmarks Commission shall have such powers and duties as the Council, from time to time, shall grant to it by ordinance. SECTION 2: That if such amendment is approved by a majority of the electors voting thereon at such election, it shall become effective from and after the time of its approval by the electors. SECTION 3: That the Clerk of Council is hereby authorized and directed to cause a copy of the proposed Charter Amendment to be published in such manner as may be authorized by law. SECTION 4: That the Clerk of this Council be and she is hereby authorized and directed to forward a certified copy of this Ordinance to the Board of Elections of Cuyahoga County. SECTION 5: That the Board of Elections is hereby requested to cause appropriate notice of such election to be duly qiven in accordance with law. SECTION 6: That this Ordinance is hereby declared to be an emergency measure immediately necessary for the preservation of the public health, safety and welfare, and for the further reason that it is immediately necessary to enact this leqislation so that this issue may be submitted to the electors in time for the November 6, 1990 General Election, and further, provided it receives the affirmative vote of two-thirds of all members elected to Council, it shall take effect and be in force immediately upon its passaqe and approval by the Mayor.
