City of North Olmsted <br />5200 Dover Center Road • North Olmsted, Ohio 44070 <br />Ed Boyle, <br />Mayor <br />Office of the Mayor <br />November 121 1990 <br />To: Council <br />From: Ed Boyle, Mayor <br />Subject: Ordinance #90-107 <br /> <br />Phone: (216) 777-8000 <br />After a great deal of thought'-along with input from various <br />Council members, citizens and public officials, I have decided to veto <br />ordinance #90-107. It is my opinion that rezoning the southwestern <br />corner of Country Glub B'lvd. and Columbia Road can adversely affect <br />property values in that area. Further, I believe rezoning should only <br />be considered in light of an up-to-date Master Plan. <br />While`rezoning may improve Country C1ub Blvd., the parcel also <br />faces Columbia Road. I believe it is incumbent upon us tasafeguard the <br />integrity of those parcels along with the investments of our neighbors <br />who live there. We cannat Iook at this as an isolated piece of land or a <br />splinter of a larger, sima.larly owned lot. We must assess"how it blends <br />with current and future plans for Columbia Road, Brook Park Road and <br />I-480. <br />The mechanism is in place. Last Tuesday,our Charter was <br />amended to involve the Planning Commission in `the design of a Master <br />Plan. Lets tackle that job first before we make decisions an major <br />zoning changes. Any other course would signal that the Planning <br />Commissions efforts are reflective rather`than influential in zoning and <br />development. <br />Finally, I believe we are placing ourselves in the precarious <br />position of dictating to rather than responding to the will of the <br />government. In one week: <br />A. A Charter amendment'was passed by pubiic <br />vote demanding a Master Plan. <br />B. A city-wide petition was presented to Council <br />objecting to passage of Ordinance #90-107. <br />C. Residents from all over North Olmsted attended <br />a Council meeting and spoke to this issue. <br />We must never crumble to a vocal minority and there may be a <br />time when we oppose the majority, but our basic charge is <br />representation. We are not the government, we are only its servants. We <br />were selected because we mirrored popular beliefs.
