This Council finds and determines that moneys in the Sewer Revenue Fund in the amount of $263,346 were used to pay costs of engineering services in connection with the improvements to the municipal sanitary sewer system financed with the Bonds and the notes issued in anticipation thereof. Section 2. This Council hereby determines, in accordance with the foregoing, that $263,346 shall be transferred from the Improvement Fund to the Sewer Revenue Fund in reimbursement of moneys expended in that amount for engineering services in connection with the improvements to the municipal sanitary sewer system financed with the Bonds and the notes issued in anticipation thereof. The Director of Finance is authorized and directed to transfer that amount from the Improvement Fund to the Sewer Revenue Fund. Section 3. This Council finds and determines that all formal actions af this Council concerning and relating to the passage of this ordinance were taken in an open meeting of this Council and that all deliberations of this Council and of any committees that resulted in those formal actions were in meetings open to the public in compliance with the law. Section 4. This ordinance is declared to be an emergency measure necessary for the immediate preservation of the public peace, health, safety and welfare of the City, and for the further reason that this ordinance is required to be immediately effective so that moneys can be transferred to the Sewer Revenue Fund to enable the City to provide for the economic and efficient operation of the municipal sanitary sewer system; wherefore, this ordinance shall be in full force and effect immediately upon its passage and approval by the Mayor.
