Provided further, that the <br />appropriation for contingencies can only be expended upon approval of <br />two-thirds vote of Council for items of expense constituting a legal <br />obligation against the City and for purposes other than those covered <br />by the other specific appropriations herein made. <br />Section 4: That this Ordinance <br />emergency measure necessary for the <br />safety and w+elfare, and provided it <br />two-thirds of all members elected <br />im?uediate force and effect upon its <br />is hereby declared to be an <br />preservation of the public health, <br />receives the affirniative vote of <br />to Council, it shall go into <br />signing by the Mayor. <br />Passed: <br />Attest: <br />???--.? <br />'James A Burns, <br />Acting Clerk of Council <br />Approved: <br />Ed Boyle, <br />?
