Q - 5 - ? <br />(a) First, such part thereof as shall be necessary to <br />defray all expenses of collecting the tax and of adminis- <br />tering and enforcing the provisions of this Title shall be <br />paid; and <br />(b) The balance remaining after payment of the <br />expenses referred to in subsection (a) hereof shall be <br />deposited as follows: <br />(i) 17% shall be deposited in a special fund <br />and used, as directed by Council, to pay costs of <br />any permanent improvements for the City, including <br />the payment of debt charges on bonds and notes <br />issued after 1990 for that purpose, and costs <br />(other than costs of compensating City employees) <br />of services and facilities for solid waste <br />management, recycling and disposal; <br />(ii) 25% shall be deposited in a special fund <br />and used, as directed by Council, to pay costs of <br />permanent improvements to the City's street and <br />storm water drainage systems, including the payment <br />of debt charges on bonds and notes issued after <br />1990 for those purposes, and costs (other than <br />costs of compensating City employees) of main- <br />taining the City's street and storm water drainage <br />systems and providing related equipment; and <br />(iii) the balance shall be deposited in the <br />General Fund and used to pay costs of general <br />municipal functions." <br />Section 7. Effective January 1, 1991, Sections 1501.0101, 1501.0501, <br />1501.0502, 1501.1302, 1501.1901 and 1501.2101 of the Codified Ordinances of <br />the City of North Olmsted, Ohio, as established by Ordinance No. 67-70, passed <br />May 16, 1967, as amended by Ordinance No. 68-105, passed June 18, 1968, <br />Ordinance No. 71-161, passed December 21, 1971, and Ordinance No. 82-94, <br />passed December 21, 1982, as they have heretofore exiated, are hereby <br />repealed. No provision of this ordinance, including the repeal of Sections <br />1501.0101, 1501.0501, 1501.0502, 1501.1302, 1501.1901 and 1501.2101 of the <br />Codified Ordinances of the City of North Olmsted, Ohio, as they have hereto- <br />fore existed, shall in any way affect any rights or obligations of the City of <br />North Olmsted, any taxpayer, or any other person, official or entitq, with <br />respect to the one percent municipal income tax and the municipal income tax <br />credit suthorized by Sections 1501.0101, 1501.0501, 1501.0502, 1501.1302, <br />1501.1901 and 1501.2101 of the Codified Ordinances of the City of North <br />Olmsted, Ohio, as they have heretofore existed and shall exist through <br />December 31, 1990. <br />Section 8. It is found and determined that all formal actions of <br />this Council concerning and relating to the passage of this ordinance were <br />taken in an open meeting of this Council, and that all deliberations of this <br />Council and of any of its committees that resulted in such formal action, were <br />in meetings open to the public in compliance with the law.
