tiw.r'' ?,?,?+ <br />CITY OF NORTH OLMSTED <br />Ordinance No. 90 - 15 <br />BY: Councilwoman SarinRer <br />AN ORDINANCE IDENTIFYING AND DESIGNATING AN <br />IMPROVEMENT TARGET AREA (ITA) FOR THE CITY <br />OF NORTH OLMSTED FOR FISCAL YEAR 1990, (16TH <br />YEAR), COMMUNITY DEVELOPMENT BLOCK GRANT PROJECTS <br />AND FOR THE NEIGHBORHOOD BUSINESS DISTRICT <br />REVITALIZATION PROGRAM, AND AECLARING AN EMERGENCY, <br />WHEREAS, this Council, after public hearing has deter- <br />mined the City of North Olmsted qualifies for Community Develop- <br />ment Block Grant funds; and <br />WHEREAS, the City has designated four projects which are <br />deserving of being funded by Community Development Block Grant <br />funds; and <br />WHEREAS, the City recognizes that Community Development <br />Block Grant projects are subject to eligibility criteria <br />referred to as national objectives; and <br />WHEREAS, one specific national objective is to aid in <br />the el,imination or prevention of slums and blight; and <br />WHEREAS, geographic areas that meet the requirements of <br />the Ohio Revised Code to be defined as a slum or blight area and <br />that are identified based on a building condition and infra- <br />structure survey are known as Improvement Target Areas; and <br />WHEREAS, Improvement Target Areas have been identified <br />throughout the Urban County and have been approved by HUD: and <br />WHEREAS, the City is required to approve by legislation <br />an Improvement Target Area when proposed Community Development <br />Block Grant activities will serve the ITA; and <br />WHEREAS, the Fiscal Year 1990 projects of the Bikeway <br />Connector, Town Hall, and Horizons Early Intervention Center are <br />located in a County identified ITA and will serve the ITA; and <br />WHEREAS, the North Olmsted Park-Senior Center Water Line <br />project is located adjacent to an ITA and by its improvement will <br />serve the ITA; and <br />WHEREAS, the City desires to participate in the Neighbor- <br />hood Business District Revitalization Program and is required to <br />target through identification and designation a specific ITA for <br />this participation.
