. - ' • O?rr w?.+? <br />"SECTION 7. MEETINGS <br />(A) Regular meetinQs. The Council shall meet in the Council <br />chambers at such times as may be prescribed by its rules, regulations, <br />ordinances, or by-laws, however, not less than twice during each calendar <br />month, excepting that Council may provide for its vacation, during the <br />months of July or August, and during such period is subject to the call <br />of the Mayor. " <br />That existing Section S of Article VII of the Charter be amended to read <br />as follows: <br />"SECTION 5. BOARD OF CONTROL. <br />The Mayor and the directors of the several departments established <br />either by this Charter or by Ordinance, shall constitute a Board of <br />Control. The Mayor shall be ex officio president and shall appoint a <br />secretary. The Board shall keep a journal of its proceedings. The <br />voting shall be taken by "yeas" and "nays" and entered in the journal and <br />the vote of the majority of all of the members of the Board shall be <br />necessary to adopt any question, motion, or order. No contract involving <br />expenditures in excess of that amount specified in Section 6 of Article <br />VIII of this Charter shall be entered into without the prior approval of <br />the Board of Control. The Board shall have such further powers and <br />perform such further duties as shall be prescribed by Ordinance." <br />That a new Article XV of the Charter shall be created to read as follows: <br />"ARTICLE XV. <br />OPEN MEETINGS <br />SECTION 1. ALL MEETINGS OF PUBLIC BODIES TO BE OPEN; EXCEPTIONS. <br />Any provision of this Charter or general State law notwithstanding, <br />the meetins of every public body of the City of North Olmsted shall be <br />open to the public at all times, unless a majority of the public body <br />determines that it is necessary to hold an executive session, closed to <br />the public, solely for the purpose of considering any of the following <br />matters: <br />(A) To consider the appointment, employment, dismissal, discipline, <br />promotion, demotion, or compensation of a public employee or official, or <br />the investigation of charges or complaint against a public employee, <br />official, licensee, or regulated individual, unless the public employee, <br />official, licensee, or regulated individual requests a public hearing. <br />Except as otherwise provided by law, no public bodies shall hold an <br />executive session for the discipline of an elected official for conduct <br />related to the performance of his official duties or for his removal from <br />office. If a public body holds an executive session pursuant to this <br />section, the motion and vote to hold that executive session shall state <br />which one or more of the approved purposes listed herein are the purposes <br />2
