(B) "Meeting " means anp prearranged discussion of the public <br />business of the public body by a majority of its members." <br />SECTION 2. If the foregoing proposal receives the affirmative vote of <br />the majority of the electors voting thereon, then existing Section 7(a) of <br />Article IV and Section 5 of Article VII are hereby repealed effective as of <br />the date on which such amendments become effective, and a new Article XV of <br />the Charter shall be effective at the earliest date provided for by law. <br />SECTION 3. It is the desire of the Council that the ballot for said <br />questions shall be in the following form: <br />PROPOSED CHARTER AMENDMENT <br />A majority affirmative vote is necessary for passage. <br />Shall Section 7(a) of Article IV and Section 5 of Article VII of the City <br />Charter be amended, and a new Article XV of the Citp Charter created requiring <br />that all meetings of every public body of the Citp of North Olmsted be held <br />open to the public at all times, unless a majority of the public body <br />determines that it is necessary to hold an executive session, closed to the <br />public, to consider only those confidential and sensitive subjects which are <br />permitted under state law. <br />? The Clerk of Council is authorized and directed promptly to <br />forward a certified copy of this Ordinance to the Board of Elections of <br />Cuyahoga County. <br />SECTION 5. The Board of Elections of Cuyahoga County shall cause to be <br />duly given an appropriate notice of the election to be held on May 3, 1990, on <br />the foregoing amendments to the Charter of the City, and the foregoing <br />creation of new Article XV of the Charter, and otherwise shall provide for <br />such election in the matter provided for by the general laws of the State of <br />Ohio. <br />SECTION 6. The Clerk of Council is authorized and directed to cause the <br />full text of such proposed Charter amendments and new Charter article to be <br />published once a week for two (2) consecutive weeks in a newspaper of general <br />circulation in the City of North Olmsted, with the first publication to be <br />made at least fifteen (15) days prior to the election to be held on May 8, <br />1990, as provided in Article XVIII, Section 9 of the Ohio Constitution, and in <br />Section 731.211 of the Ohio Revised Code. <br />4
