Ordinance No. 92 - 133 Page 6 <br />In the event that a storm sewer is not readily available, as <br />determined by the City Engineer, to serve storm sewer piping for roof <br />runoff, then such roof runoff may be discharged by underground storm <br />sewer piping to a ditch or stream or to a leaching bed designed and <br />constructed in accordance with standards set by the City Engineer. <br />Splash blocks may only be used when authorized under the provisions <br />of Section 911.19, or for small roof areas such as sheds or garages <br />accessory to existing single family residences when approved by the <br />City Engineer, and no water is allowed to drain onto adjacent <br />property, accumulate in depressions, or otherwise become apublic <br />hazard or nuisance. <br />(c) No person shall discharge or ca.use to be discharged any of the following <br />described waters or wastes into any public sewers: <br />1. Any wastewater having a temperature which will inhibit biological <br />activity in the POTW treatment plant resulting in interference; but <br />in no case, wastewater with a temperature at the introduction into <br />POTW which exceeds forty degrees Centigrade, 104 degrees Fahrenheit. <br />2. Any ga.soline, benzene, na.phtha, fuel oil, or other flanunable or <br />explosive liquids, solicls or gases which by reason of their nature or <br />quantity are or may be sufficient, either alone or by interaction, to <br />cause fire or explosion or be injurious in any other way to the <br />operation of the POTW. Under no circumstances shall the flashpoint of <br />any discharge be less than 140 degrees Fahrenheit or 60 degrees <br />Centigrade as measured using the closed cup test method specified in <br />40 CFR 261.21. <br />3. Any discharge of petroleum oil, nonbiodegrada.ble cutting oil or <br />products of mineral oil origin in amounts that can cause interference <br />or pass through; lut in no case, water or wastes containing free <br />oils, emulsified oils and grease exceeding an average of one hundred <br />parts per million or 833 pounds per million ga.llons, of ether soluble <br />matter. <br />4. Any waters or wastes containing toxic or poisonous solids, liquids or <br />gases in sufficient quantity, either singly or by interaction with <br />other wastes, to injure or interfere with any sewage treatment <br />process, constitute a hazard to humans or animals, create a public <br />nuisance or cxeate any hazard in the receiving waters of the sewage <br />treatment plant, including cyanides. <br />5. Any garbage that has not been properly shredded. The installation <br />and operation of any garbage grinder equipped with a motor of <br />three-fourths horsepower, 0.76 hp metric, or greater, shall be <br />subject to the review and approval of the Building Commissioner. <br />6. Any ashes, cinders, sa,nd, moud, straw, shavings, metal, glass, rags, <br />feathers, tar plastics, wood paunch, manure, hair and fleshings, <br />entrails, lime slurry, lime residues, chemical residues, paint <br />residues, cannery waste, bulk solids or any other solid or viscous <br />substance capable of causing obstruction to the flow in sewers or <br />other interference with proper operation of the sewage works. <br />7. Any water or wastes containing TSS of such character and quantity <br />that unusual attention or expense is required to handle such <br />materials at the sewage treatment plant, or any substance which may <br />cause the POTW's effluent or treatment residues, sludges or scums, to <br />be unsuitable for reclamation and reuse or to interfere with the <br />reclamation process.
