All owners of commercial, industrial and multi-family <br />property located in the City of North Olmsted sha11 provide minimum maintained footcandle (fc) <br />illumination on their properties as follows: <br />Activitv^Tvoe <br />Maintained <br />Footcandles <br />Parking and pedestrian areas <br />Property security only <br />Vehicle use only <br />0.6 fc minimum <br />0.2 fc minimum <br />1.0 fc average <br />Average illumination levels shall not exceed four times the minimum level. Exterior lighting <br />in parking and pedestrian areas may be reduced to the property security level during hours when <br />these areas are not in use. <br />(b) Li ht Trespass. In order to maintain privacy for residential neighbors, a11 <br />owners of commercial, industrial and multi-family residendal property shall design and maintain <br />the exterior lighting upon their properties so as to provide a maximum of one footcandle <br />illumination at side or rear property lines which are adjacent to property located in a residential <br />use or zoning district. <br />(c) Glare. All owners of commercial, industrial and multi-family residential <br />property shall design and maintain the exterior lighting upon their properties so that glare is not <br />cast on adjacent properties, regardless of use, or on adjacent streets. For the purpose of this <br />subsection, glare is defined as the brightness of a light source which causes eye discomfort. <br />556.03. EXCLUSIONS. <br />The standards established in this Chapter shall not apply to street lighting or to <br />outdoor recreation activities. <br />556.04 ENFORCEMENT. <br />Any person designing, installing and/or maintaining lighting facilities which <br />violate any provision of this Chapter shall be guilty of a misdemeanor of the third degree and
