CITY OF NURTII OTMLS'1.? <br />ORDINANCL NO. 92 - 72 <br />By: COUNCILMAN NASHAR <br />AN ORDINANCE ADOPTING A NEW (ff"mt 908 OF 7HE CODIFIED ORDIlJANCE ENTIZZID, <br />"MAII,BOXES WITfIIN PUBLIC STRFFTS", AM DBCLARING AN flERGHqCY. <br />WI-?'?REAS, the Council of the City of North Olmsted deems it advisable to <br />establish regulations for the installation of mailboxes within public streets. <br />NOW, TfiEREREFORE, BE IT ORDAINED $Y 'IIHE COUNCIL OF 'IIHE CITY OF 1VORTH OLMSTED <br />COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That there is hereby established a new Chapter 908 of the Codified <br />Ordinances entitled, "Mailboxes within Public Streets", which new Chapter shall read <br />as follows: <br />CHAPTER 908 - MAILBOXES WITHIN PUBLIC STREErS <br />908.01 PURPOSE AND POLICY <br />No mailbox or newspaper delivery box (hereafter referred to as mailbox) will <br />be allowed to exist on the City's rights-of-way if it interferes with the <br />safety of the traveling public or the function, maintenance, or operation of <br />the highway system. A mailbox installation that does not conform to the <br />provisions of this Chapter is an unauthorized encroachment into the public <br />rights-of-way of the City. <br />The location and construction of mailboxes shall conform to the rules and <br />regulations of the U.S. Postal Service including those found in Appendix "B" <br />and Appendix "C", as well as to standards established by the City. City <br />standards for the location and construction of mailboxes are available from <br />the office of the City Engineer. <br />A mailbox installation that conforms to the following criteria will be <br />considered acceptable, unless in the judgment of the City Engineer, the <br />installation interferes with the sa.fety of the traveling public or the <br />function, ma.intenance, or operation of the highway system. <br />908.02 LOCATION <br />(a) No mailbox will be permitted where access is obtained from the lanes of <br />a freeway or where access is otherwise prohibited by law or <br />regulation. <br />(b) Mailboxes shall be located an the right-hand side of the roadway in the <br />direction of the delivery route except on one-way streets where they <br />may be placed on the left-hand side. 'Ihe bottom of the box shall be <br />set at an elevation established by the U.S. Postal Service, usually <br />between 3'6" and 4'0" above the roadway surface. 'Ihe roadside face of <br />the box shall be offset fran the edge of the traveled way a minimtinn <br />distance of the greater of the following: 8 feet (where no pa.ved <br />shoulder exists), or the width of the all-weather shoulder present plus <br />12 to 16 inches.
