CITY OF NURTH OLMSTED RESOLUTION N0. 92-26 BY: DAVID LIND A RESOLUTION AUnIORIZING THE DIRECTOR OF PUBLIC SERVICE TO ADVERTISE FOR BIAS WITH AN OUTSIDE CONTRACTOR FOR 'IIHE PURPOSE OF PROVIDING, ON A CONTRACT BA,SIS, LEAF PICK-UP SERVICE THROUGHOUT 'II3E CITY OF NORTH OLMSTID, AND DECLARING AN IlKERGEPdCY. WHEREAS, it has come to the attention of the Administration that in recent years, a number of ecology minded non-profit organizations have begun to develop plans for providing leaf pick-up service to nnanicipal corporations, and at the same time recycling a portion of the leaves that are picked up and using then for various agricultural products; and WHEREAS, the Mayor together with the Director of Public Service has developed specifications, now on file in his office, which include the above-mentioned items and are requesting that they be given authority to advertise for bids to iriplement the aforesaid prograrn. NOW, THEtEFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: SECTION 1: That the Director of Public Service be and he is hereby authorized to advertise for bids for contract leaf pick-up service throughout the City, all of which shall be in accordance with specifi- cations now on file in his office, and that upon approval by the Board of Control, the 14ayor is hereby authorized to enter into a contract and execute the same on behalf of the City of North Olmsted. SECTION 2: That this resolution is hereby declared to be an emergency measure ,nediately necessary for the preservation of the public health, safety and welfare and for the further reason that it is immediately necessary to institute a prograr,i so that it can be replaced by the Fall of 1992, and further provided it receives the affirmative vote of two-thirds of all members elected to Council and shall take effect and be in force i.mMediately upon its pa.ssage and approval by the .
