CITY OF NORTH OLMSTED <br />RESOLUTION 92-17 <br />BY:THE MAYOR AND ENTIRE CITY COUNCIL <br />A RESOLUTION SUPPORTING LEGISLATION TO ASSURE MUTUALLY <br />ADVANTAGEOUS INTERNATIONAL TRADE IN MOTOR VEHICLES AND <br />MOTOR VEHICLE PARTS ENTITLED THE AUTO AND AUTO PARTS <br />COMPETITIVENESS ACT OF 1991. <br />WHEREAS, The United States auto and auto parts <br />industries directly employ more than one million Americans <br />and indirectly employ several million of our ci'i_zenry; and <br />WHEREAS, This sector affects the domestic production <br />of steel, glass, textiles, rubber, semiconductors, plastics <br />and other products; and <br />WHEREAS, This sector also accounted for $200 billion <br />of revenues and $31.1 billion of the 1990 trade deficit with <br />Japan; and <br />WHEREAS, The trade deficit with Japan involving <br />automobile parts has grown at a rate of 17 percent from 1985 <br />to 1990 and is expected to increase 100 percent by 1994; and <br />WHEREAS, Japanese automobiles made in the United <br />States contain only 12.5 percent of parts made in the United <br />States by U.S. companies, 32.4 percent of parts made in the <br />U.S. by Japanese companies and 35.1 percent of parts made in <br />Japan; and <br />WHEREAS, The Japanese auto and auto parts sectors <br />control a 33 percent share of the U.S. market while the U.S. <br />market share in Japan is only 3 percent; and <br />WHEREAS, Europe has already negotiated trade <br />restrictions to protect their local industries allowing <br />Japan a 16 percent share of their markets by the year 2000; <br />and <br />WHEREAS, The imbalance in this area has resulted in <br />extensive job losses, high unemployment rates, and enormous <br />trade deficit and devastation for American families.
