<br />, ' I <br />and facilities within.the.cable.system to carry the PEG.channels <br />to its subscribers. Any programming created by an access <br />producer (public, governmental or educational) with the cable <br />operators equipment whether it be in sfudio or on location, is the <br />property of the access producer and can be used at the discretion <br />of the access producer, including the re-broadcast of such <br />programming on a competitive cabie system or any other medium. <br />Programming created by the cable operator's staff whether it be in <br />studio or on location, is the property of the cabie operator and will <br />only be used at the discretion of the cable operator. The <br />government and educational access channels shall emanate from <br />the locations within the ciiy. The grantee agrees to provide <br />cablecast availabilify for public access programming and leased <br />access request on Cablevision's local origination channel. <br />(b) GRANTEE shall provide Standard lnstallation drops free <br />and expanded basic service, exclusive of premium or pay-per-view <br />services, as that term Is defined from time to time, at no charge as <br />described in Section VIII of this Agreement. At locations for which <br />internal or intra-campus wiring is required, GRANTEE shall provide <br />the wiring and installation of same at Subscriber's cost. <br />(c) Payment by the GRANTEE fo the City in lieu of fiber optic lines <br />being provided by the competitive cable operator to the City shall <br />be in the amount of $60,276, no later then thirty (30) days from <br />the date of execution of this agreement. <br />(d) Prior to the completion of fhe rebuilt cable system, as provided in <br />Exhibit 1, Cablevision will provide two (2) channels for use for <br />governmental and educational access programming (the "Interim <br />Period"). It is agreed by the parties that during the Interim Period, <br />Cablevision may utilize the channels for other programming when <br />said channels are not used by the City or the school district. The <br />? <br />parties further acknowledge that during the Interim Period, the City <br />:?e and/or the school district have the right of first use for its <br />r programming on said channels and may pre-empt programming <br />scheduled by Cablevision upon two (2) business days notice. Also <br />during the Interim Period, the City may continue to utilize the <br />existing non-video channel for programming, which programming <br />emanates from City Hall. <br />(B) Technical Standards
