...?...?. _. ?.? .. ? ., . . .. _ .._ <br /> .. + <br />? • x? <br /> <br />CITY OF NORTH OLMSTED <br />ORDINANCE NO. 96 - 63 <br />BY: Duane Limpert <br />AN ORDINANCE AUTHORIZING THE MAYOR OF THE CITY OF NORTH <br />OLMSTED TO ENTER INTO A CONTRACT WITH PERRAM ELECTRIC INC., FOR <br />ADDITIONAL IMPROVEMENTS TO THE CLOSED LOOP TRAFFIC SIGNAL <br />SYSTEM, WITHOUT PUBLIC BIDDING, AND DECLARING AN EMERGENCY. <br />WHEREAS, additional improvements have become available that will greatly improve <br />the operation of andlor reduce the maintenance of the Closed Loop Traffic Signal System <br />currently under construction by said Contractor, and <br />WHEREAS, these improvements will not be covered by or included in the current Ohio <br />Department of Transportation Project but be independent and connected to said project, and <br />WHEREAS, because Perram Electric Inc. is currently working on the Closed Loop <br />Traffic Signal System and has submitted a quote for the anticipated work, no savings is <br />anticipated by public bidding due to costs of preparing additional plans and specifications and <br />advertising, and <br />WHEREAS, the aforesaid project has reached such a state that the public bidding and <br />the time associated therewith would be too time consuming to meet the City's obligation to <br />protect the public health, safety and welfare, and <br />WHEREAS, upon the recommendation of the Service Director, this Council deems it an <br />emergency sufficient in magnitude to forego public bidding on said project in order to protect the <br />public health, safety and welfare of the residents of the City. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF NORTH <br />OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the Director of Public of Public Service having obtained a quote for <br />said work be and is hereby authorized to have Perram Electric Inc. perform work consisting of: <br />1. Installation of Mode13000 timers in lieu of the 1880 EL timers specified in the plans; <br />2. Installation of underground pre-empt cabling from the existing push button to the new <br />controller cabinet at Fire Station Number 2; <br />3. Installation of hard wire to five stand alone intersections in lieu of phone drops; <br />4. Hard wire connect System 1 to System 5; <br />5. Hard wire connect System 2 to System 4;
