Provided further, that the appropriations for <br />contingencies can only be expended upon approval of two-thirds vote of Council for <br />items of expense other than those covered by other specific appropriations herein made. <br />SECTION 4: That this Ordinance shall take effect and be in force at the earliest <br />date permitted by Article IV, Section 12, of the charter of the City of North Olmsted.
