State requirements and limitations on discharges to the sewage <br />disposal system shall be met by all dischargers which are subject to such standards in any instance <br />in which they are more stringent than Federal requirements and limitations or those in this or any <br />other applicable ordinance. <br />(d) Right of Revision. The City reserves the right to amend the Codified Ordinances to <br />provide for more stringent limitations or requirements on discharges to the sewage disposal system <br />where deemed necessary to comply with the objectives set forth in this chapter. <br />(e) Dilution: No discharger shall increase the use of potable or process water in any way <br />for the purpose of diluting a discharge as a partial or complete substitute for adequate treatment to <br />achieve compliance with the standards set forth in the Codified Ordinances contained in the Federal <br />pretreatrnent standards or contained in any Sta.te requirements. This shall not prohibit the use of <br />equalization tanks utilized to regulate flows. <br />( fl Supplementarv Limitations. No discharger shall discharge wastewater contauung <br />concentrations of the following enumerated materials, exceeding the following values: <br />Material mg/L <br />Arsenic 02 <br />Cadmium 2.0 <br />Chromium, Hexavalent 1.0 <br />Chromium, Total 2.0 <br />Copper 1.0 <br />Cyanide, Free 2.0 <br />Cyanide, Total 2.0 <br />Iron 15.0 <br />Lead 0.5 <br />Mercury 0.01 <br />Nickel 3.0 <br />Phenols 10.0 <br />Selenium 0.2 <br />Silver 2.0 <br />Toxic Organics, Any One Solvent 0.4 <br />Toxic Organics, Total 2.5 <br />Zinc 2.0 <br />The Service Director may impose mass limitations on dischargers when deemed <br />appropriate by the City. The Director may also convert Categorical Pretreatment Standards <br />expressed in terms of mass to equivalent concentration limits when deemed appropriate. <br />Mass limita.tions on dischargers are intended to prevent the use of dilution to meet the <br />pretreatment standards or requirements of the Codified Ordinances, or in other cases where the <br />imposition of mass limitations is deemed appropriate by the City."
