The salaries specified in A- I of this Section shall be established by the Director of Public Safety <br />and the Mayor. <br />SECTION 2: That all Ordinances or Resolutions, or parts of Ordinances or Resolutions in conflict <br />herewith be and the same is hereby repealed. <br />SECTION 12: That this Ordinance is hereby declared to be an emergency measure immediately <br />necessary for the preservation of the public health, safety and welfare and for the further reason that it is <br />immediately necessary to adjust the rate of compensation for a vital and necessary position, and further provided <br />it receives the affirmative vote of two-thirds of all members of Council, it shall take effect and be in force <br />immediately upon its passage and approval by the Mayor.
