, <br />CITY OF NORTH OLMSTED <br />ORDINANCE NO 96-142 <br />By: Mayor Boyle <br />AN ORDINANCE RATIFYING AND CONFIRNIlNG THE <br />PURCHASE AND 1NSTALLATION OF COMMUNICATIONS <br />EQUIPMENT, TO BE UTILIZED BY THE CITY OF NORTH OLMSTED, <br />PARTICULARI,Y THE POLICE, FIRE AND SERVICE DEPARTMENTS, <br />WITHOUT FIRST ADVERTISING FOR BIDS, AND AUTHORIZING THE <br />MAYOR TO ENTER INTO A CONTRACT FOR THE PURCHASE AND <br />INSTALLATION OF SAID EQUIPMENT, AND DECLARING AN <br />EMERGENCY. <br />WHEREAS, the City of North Olmsted Police, Fire, and Service Departments <br />have experienced continuous problems with clear and consistent transmissions over their <br />present radios and equipment; and <br />WHEREAS, Cleveland Communications, Inc., the lessee and sole owner of <br />equipment contained on the top floor of the Westbury Apartment has tested the existing <br />equipment; and <br />WHEREAS, the test of said equipment resulted in remedying past <br />communications concerns and improving radio communications for all three city <br />departments; and <br />WHEREAS, this location and equipment has been determined to be the most <br />efficient and economical method for resolving our city's communications concerns; and <br />WHEREAS, Cleveland Communications, Inc. has exclusive rights to the leased <br />location and the repair of the equipment therein; and <br />WHEREAS, that exclusive access dictates that Cleveland Communications, Inc. is <br />the only vendor who may rightfully carryout this project. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA AND SATE OF OHIO: <br />SECTION 1: That this Council does hereby ratify and confirm the emergency <br />purchase of equipment and services as described in Exhibit A which is attached hereto and <br />does hereby authorize the Mayor to enter into a contract for same.
