Seventh, the precedence of taking all hard decisions away from appointed <br />authority is a dangerous one. Police Officers, Building Inspectors and Fire <br />Prevention Officers have such authority. In fact all of our 400+ employees have <br />this authority to some extent. It is our duty to present them with guidelines and <br />not to require strict obedience. This form of micro-management is counter <br />productive and will result in a loss of imaginative solutions, creative suggestions <br />and more. The quality of Board and Commission members will decrease <br />because the people who should serve, will not. We will not be able to excite <br />those citizens of our community who can intelligently approach problem areas, <br />into serving their government. <br />Eighth, I believe we would all agree that, while abuse vifould not occur, <br />mistakes may. If you believe that this board or any other board or commission <br />may make decisions contrary to the overall policy of the City, I wrould advocate <br />less severe measures. Quite often in the past I have suggested Council meet <br />with each and every Board and Commission. At those meetings discussions <br />could be held on a variety of subjects and opinions could be aired. We may <br />never achieve unanimity, but the overall direction we take can then be plotted. <br />believe this is a much more workable solution than a charter amendment. <br />In light of the above, I have exercised my veto authority on ordinance <br />96-99. I respectfully ask that you take my position into serious consideration <br />before making your decision. If you believe further oral discussion on the matter <br />would prove productive I am more than happy to meet with all of Council prior to <br />your next meeting. <br />
