CITY OF NORTH OLMSTED ORDINANCE NO. 96-91 BY: Councilman Nashar, Councilman Limpert ANORDINANCEAMENDING THE TRAFFIC CONTROL FILE OF THE CITY OF NORTH OLMSTED BY PROVIDING FOR THE RF.MOVAL OF THE "NO LEFT TURN" SIGN ON SO UTHBO UND DOVER CENTER ROAD AT THE TOYS R-US ENTRANCE, AND DECLARING ANEMERGENCY. WHEREAS, this Council has determined that it is in the best interests of the safety, health, and welfare of the citizens and visitors in the City of North Olmsted to remove the "No Left Turn" sign on Dover Center Road, in order to permit left turns into the Toy-R Us entrance for traffic headed south on Dover Center; and WHEREAS, Chapter 305 of the Traffic Code provides for the maintenance of the traffic control file, which said file can be amended only by Ordinance. NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: SECTION 1: That the Police Department be and the same is hereby authorized to amend the traffic control file of the City of North Olmsted to indicate thereon the removal of the "No Left Turn" sign on Dover Center Road at the entrance of Toys-R-Us and to now permit such left turns, as aforesaid. SECTION 2: That the Mayor be and he is hereby authorized and directed to cause said "No Left Turn" sign to be removed in accordance with the provisions of this Ordinance. SECTION 3: That this Ordinance is hereby declared to by an emergency measure immediately necessary for the preservation of the public health, safety and welfare of the area residents and for the further reason that it is immediately necessary to remove the "No Left Turn" sign on Dover Center Road in order to promote the orderly and free flow of traffic within this area of the City, and provided that it receives the affirmative vote of two-thirds of all members of Council, it shall take effect and be in force immediately upon its passage and approval by the Mayor.
